Financial services regulation in Europe: what next ?

The future of financial services industry regulation in the EU is the subject of a major colloquium in Dublin at the end of March which will be addressed by a gathering of the world's most senior policymakers in finance. The colloquium is organised by Financial Services Ireland and is held to coincide with the Irish Presidency of the EU, and is being held as part of the fifth annual conference of Finance Dublin on March 30th and 31st 2004.

The CEO of the new Public Company Accounting Oversight Board at the Securities and Exchange Commission, and chairman of the Basle Committee on Banking Supervision, Mr William McDonough

The Chairman of the Committee of European Securities Regulators, Arthur Docters van Leeuwen

The Chairman of the Financial Industry Members European Parliamentary Financial Services Forum, Rainer Boden

The Director General, Swedish Financial Supervisory Authority, Ingrid Bonde

The Director of the Financial Markets Directorate, Internal Market, EU Commission, David Wright

The Colloquium is part of the two day annual Finance Dublin conference, on March 30th and 31st 2004, which will also address these regulatory issues as they affect financial centres such as Dublin and Luxembourg.
A series of Case studies of Financial centre companies and sector reviews, and an assessment of the impact of global trends on the Irish financial services industry, including tax, regulatory innovation, and new initiatives, such as the headquarter legislation will be presented at the conference.

The Colloquium ‘A European Vision for Global Financial Services’ will address the following questions:

What will replace the EU’s Financial Services Action Plan, due to end in June 2004, with many voices saying there should be no FSAP II, given the heavy agenda of pan European regulatory initiatives already produced under FSAP I?

Should financial services regulation in the EU follow a path of harmonisation or subsidiarity?

With a new agenda for financial services trade between the US and Europe being set should it be characterised by regulatory convergence, or should Europe, and Asia, preserve a distinctly different philosophy of financial services regulation, with the emphasis on dialogue/ negotiation/independent development?

Within Europe, should the approach be characterised by central harmonisation or mutual recognition and subsidiarity?

Post Sarbanes-Oxley and market timing how should the problems being encountered by US listed companies and transatlantic financial services companies be addressed if global financial services is to grow to its potential?
